Closed game crashing when trying to "rebuild" sunshine tidings co-op

So i have been trying to "rebuild" my city at sunshine tidings, or more specifically I am giving the city a hard reset. I was using the city plan provided by the mod and the city was at level 2 when i decided i wanted to rebuild the entire city from square one (there were some mistakes i had made while building the city so i wanted to start over). I make sure to tear down the entire settlement with the self destruct tool, assign a leader and start the cinematic "custcene" where the base for the city is laid out. not even 30 seconds in and my game crashes to desktop.i have tried several times to fix this on my own but nothing seems to be working.
i tested to see if this happens every time a SS cinematic view happens by starting the city plan in sanctuary hills, and it worked fine. i had been using various mods at first but even after uninstalling all but SS, same error kept occurring. What might the problem be?

Edit: the crash is an immediate CTD, the game doesn't just freeze or anything like that.

UPDATE: discovered that interacting with the recruitment beacon in any way immediately causes a CTD, but only the one in STco-op. as far as I am concerned they work everywhere else (I have only tested at sanctuary). Maybe this is the source of the issue? if so, what can i do about it?

you have 2 separate CTDs, one from the cutscene and one from a beacon.....is the beacon after sunshine builds up?
 
Yes, I cant actually rebuild sunshine so i was just abandoning it for the time being. deactivating the beacon that was built by the city plan causes a CTD, as well as the cutscene in which Sunshine is built
 
what if you self destruct, then could you build manually without issue? just start placing plots?
 
i could do that, but id rather find a fix to the problem rather than ignore it. I just want the mod to work as its supposed to, since it made the settlement actually fun to interact with. besides, i hate having to build settlements myself. its tedious and boring

but that's what im suggesting, can that be done with out issue of ctd? just doing something in that area, then figure something from there. its matter of ruling everything out.
 
First make a backup of your saves. (make a copy of the save files and put the copies in another folder)
Now anything you try wont damage your progress in the game.
Then go to Sunshines. Via the city planner's desk, do a self destruct with full charges (this will remove anything built at that settlement, including stuff that you've put there).
After the destruct is complete, fast travel at least 1/5 of the map. This should unload the Sunshine cell. Then go back. This will reload the cell.
Now try to build a few plots.
 
the problem isnt building the plots, what ive been trying to do is perform a complete demoliton with full charges, and then restart the entire city plan from the beginning. level zero city. building plots (i assume) works fine. ive never actually tried the fast travel idea, ill do some more testing based on your guys' suggestions and update this post with my findings

UPDATE: i detonated the city using full charges, waited about 16 minutes for ervything to be deleted, fast travelled to coup manor, which should be more than far enough away to unload the sunshine cell. fast travelled back, took back the city to reset the city level, reinstated piper as the leader and initiated the city plan. roughly 30 seconds to a minute into the cinematic cutscene for the initial, level zero city construction, i got a CTD. fast travelling did not seem to work. As for building plots on my own, that seems to work fine. i placed down four residential plots without a problem, piper even built herself a house on one. What should i try next?

i thought there was a holotape option to turn off the cutscene, in which case, you wouldn't get that aerial view it would just start building around you, i believe. Maybe its the cinematic causing issues? though it wouldn't explain the beacon CTD....try turning off the cut scene and reapply.
 
Sorry if we come across as we don't get you all the time @Alezilla, but It's difficult to assist from afar. When we humans communicate, we're all leaving out stuff we subconsciously feel are obvious. And we interpret what the others are writing with our own knowledge and experiences. Thus, what you think you're writing isn't necessarily what I believe I'm reading.

You write of two CTD problems. The flyby CTD can well be an overload issue. Which @Nunya and @Karyusan already have advised on. I'm mostly interested in the beacon CTD. That's really strange. To zero in on the exact problem we must know what works, and what's not. What's working is equally important. And that's why we go on about trying to build other stuff.

The fast travel thing was to make sure all the scripts has fired. The game is designed for the player to move around in the game world, thus constantly loading and unloading cells. Some stuff doesn't reset or trigger until the cell loads. And to do that it has to unload. If plots etc doesn't progress, this can be one of the reasons.

Next up, try a clean save.
This will destroy everything you've build with Sim Settlement so do this with a save that's meant to test stuff with.
Deactivate the Sim Settlements mod(s). Load the save. Ignore all the warnings. Save the game. Now you have a 'clean save', a save without any info from Sim Settlements in it.

Load the clean save. Try to build a beacon. Delete the beacon. Try stuff. Se if that works without CTD.

Next. Reactivate the Sim Settlements main mod only.
Load the clean save. Try to build a beacon. Delete the beacon. Try stuff. Se if that works without CTD.

Next. Reactivate the Sim Settlements RotC mod.
Load the clean save. Try to build a beacon. Delete the beacon. Try stuff. Se if that works without CTD.

Thanks to everyone who has been posting solutions, I have been trying all of them. Thanks for the tip Nunya, but unfortunately this did not work. i combined this suggestion with karyusan's, and set all of my performance options to the lowest they could be. Even still, the CTD occurred roughly 15-30 seconds into the city development.
To NikVilKok: Sorry if I am coming off as ignorant or impatient, i understand its not easy to help. I tried what you suggested, and without sim settlements active i can place and operate beacons without any problems. upon activating sim settlements, i can place beacons but i cant interact with them further without causing a CTD. I assume this would still occur if i activated the RotC mod as well. I made sure to make a clean save before testing.
 
is Mr. Goodfeels still chilling or did it take off...grasping at straws here..
 
Btw, Goodfeels abandoning all and running off is just something he does. That's been a vanilla problem for a long time.

true, but i'm looking to exhaust every possibility that would cause an oddball CTD like he is experiencing. Having worked on military helicopters for 20+ years, sometimes busting out the shotgun isn't a bad thing.
 
If you're using NMM you can use the loadorder.txt
It's here, with a default installation:
C:\Games\Nexus Mod Manager\Fallout4\Mods\ModProfiles\ [hashnumber] \

The plugins.txt you'll find here:
C:\Users\ [yourwindowsusername] \AppData\Local\Fallout4\

Now the AppData folder is hidden. If you don't know how to display hidden folders, you don't really need to know, do this:
-Go to MyDocuments
-Move up one level so that your viewing the contents of C:\Users\ [yourwindowsusername]
-In the file path paste this \AppData\Local\Fallout4\
after the C:\Users\ [yourwindowsusername] so that you got:
C:\Users\ [yourwindowsusername] \AppData\Local\Fallout4\
-Hit enter.
