Solved Fully Femoving A Plan?

The "remove city plan" function only stops the city plan from advancing, is there a way to reverse it? I used the RotC plan for Outpost Zimonja and unresolved bugs have made me regret that decision. Is there a way to just start from scratch? I can't scrap things made by the city plan.
