This is more of a suggestion for future content as opposed to one particular plot or game mechanic. I'm sure Kinggath & co already have a lot of plans for future content, but I wanted to throw this into the mix as a suggestion.

It would be really cool if you could somehow form some sort of central government for the commonwealth. My suggestion is pretty much as vague as that. I have some ideas, but the basic idea is that simple. Any implementation of that idea, no matter how simple, would be cool.

As for my half-baked, spit-balling ideas: maybe after you take over a certain number of settlements, you unlock a "Governor's Desk" or something to that effect. You can only place it at one settlement, but it makes that settlement the "capital" settlement. After that, maybe additional gameplay is unlocked where you are controlling a small nation state. Some Assassin's creed games and Fallout Shelter have that off-screen gameplay thing. In Assassin's creed you send out assassins on missions and the game tells you whether they were successful or not. In Fallout Shelter you could send vault dwellers out on quests outside of the vault. All of that gameplay happens off screen, but there is still some sense of progression as the characters you send out level up. Maybe the Governor's desk unlocks some off screen gameplay like that. Maybe you can send trade caravans to the Capital Wasteland or the Pitt and their success depends on a variety of game factors. Maybe you can send out small battalions of forces to deal with threats inside or outside the Commonwealth and their success is likewise determined by game factors. Maybe as you complete more off screen quests, your government "levels up" and progresses and becomes stronger in certain areas like trade or security.

There could be a lot of interesting gameplay ideas to explore in creating a central government. I think it also is a nice progression of SS and seems like a logical next step in rebuilding the commonwealth. Maybe this suggestion is too crazy or too out there. Does anyone else think that's an interesting idea? Let me know what you think.

Or have Factions that owned every settlement and every cell in the game. In order to make it to Diamond City you could no longer just walk there. You'd either have to build your Faction strong enough to take over or drive out a opposing faction from a settlement/area. You could also buy safe passage or try to ally with them.
Annex The Commonwealth is already laying the very basic core foundation. More like digging the footers. LOL
 
I like the idea of Government. It could be made of the settlement leaders that would give different global positive and negative traits. Maybe some traits could be stronger or "mutate" when paired with another specific traits.
The offscreen missions sound cool too, but I think they could be considered too much by some.

Yeah, I really like the idea of including the settlement leaders. That seems like a perfect fit. Maybe you choose some of the leaders to form some sort of council for your government. Then their traits are applied to your government. That would be cool.
 
What else does a government do? It collects taxes!
As soon as you build a Governor's Desk, taxes are collected in it, instead in the workshop of each settlement. Maintenance costs are automatically deduced there, too.
The money can also be set to be automatically redistributed to all settlements, increasing happiness and/or working like a RotC donation.

Alternatively, you get a unique plot, the Treasury. It can only be built once, and only at the capital. Everything regarding central tax collection and redistribution can be done there.

Edit: In general, Ministries.
Ministry of Finance/Treasury: can be used to redirect tax incomes to things. Not only to maintenance or for RotC upgrades, but also to other ministeries.

Ministry of Defense: Gives a defense bonus to all martial plots, in all settlements. If a settlement is attacked, some militia spawn and help the defense.
Requires money to run. The more tax money directed to it, the higher the defense bonus.

Ministry of Agriculture: Gives a food bonus to all farms. The more money you pour into it, the higher the bonus.

Ministry of Industry: Increases industrial plot production, also money-powered.

Ministry of Truth err I mean of Education: increases Happiness, maybe also slight production increase.

Ministry of Commerce: Increases the income of all commercial plots, at the cost of production. Does not require money from the Treasury, but still needs a strength setting. Not only does it decrease factory production, but also production of food and water.

I've been in favor of some kind of laws. The sole survivor (maybe) would not like the idea that all crimes are immediately punished by gunning down the offender. Some kind of government might be able to affect this. Imprisoned criminals might still be able to do some kind of work.

That's what I'm thinking. Soldiers and Lawyers both come from a world of regulations that aren't (as far as we know about 2077) instant execution by the victim, to all criminal offenders.

There are already a few "slave" mods floating around on the internet, so something like that could be adapted for things like a convict work force I'd think; maybe they are required to work harder, but as prisoners can't carry weapons (no help in settlement defense so they might be a bad idea in a weak settlement.)
A judge to handle these cases (including civil suits to solve disagreements.) I often end up using mostly turrets to save on workers in my settlements, but perhaps a justice system would require actual human guards in order for it to function. (Turrets can't arrest people.)

Now settlers don't misbehave. This isn't Dwarf Fortress where unhappiness makes them destroy workstations (THAT would be a totally different mod alltogether :D ). So the only source for prisoners would be raider attacks.

Something like: Prison. Martial plot, gives defense. The settler assigned is the warden. After a successful defense, some "imprisoned raider" NPCs spawn for some days, walking around, complaining, doing the "work" animations in farms and factories. During this time, production in the settlement is increased.

But a starving, homeless, thirsty, miserable settler surely could plausibly have a chance of becoming thieves or pickpockets.
 
I like the idea of having prisons and other similar plots to represent new laws in the commonwealth. Perhaps there could be some sort of government tech tree similar to the industrial revolution tech trees. After you unlock the governor's desk, maybe you do some research or complete a quest to unlock the different ministries. Then after you build each ministry, new plots are unlocked, like building a ministry of justice will unlock prison plots and court house plots.
