Food production penalty on every plot?

For some reason all of my agricultural plots provide one less than they should. The unbuilt level 0 plots even report -1 food! Most plots provide 1/5/11 instead of the normal amounts. This is in every settlement.

Is there some sort of global penalty value I need to look for? Maybe it got messed up at some point.

There is one that can come from adjusting taxes. It's possible that you didn't do anything and the latest patch caused this - there was a change to try and streamline the way the taxes were configured that might have gone awry for you.

Right you are! Just disabling the individual taxes didn't do anything but when I disabled taxes completely production returned to normal. When I re-enabled taxes they were still correct so that seems to have fixed it. Thanks!
