Bug Flotsam & Jetsam farms are not building

Tried building the Fish Farm from Flotsam & Jetsam. It didn't build. Switched the plan to something else, that one worked. Back to fish farm, and again it didn't build. Tried the Fishing Boat, and again, the build process didn't start. Switched to something else again, and that built.

Hmm sounds like the same problem you have with the bird
it dosnt seem consistant though
In sanctuary they wudnt build while I was looking at them but when I pick up and drop they did fine
fast travel away they completed
But I built 3 in starlight and they completed fine while I was still in that settlement.

There is no build material stage I use the helpertiny object but I don't see how that can be the problem since all internal plots use that.

try that and see wat happens fast travel and pick up drop
