Solved First Quest Won't Complete

When I clear out the Museum of Freedom, I talk to Jammer and he says all his lines right. But the quest doesn't complete, and the next one doesn't start. He just continues to have the icon over his head, but won't complete the quest by talking to him again. What could be going wrong? I have changed my load order up as much as I can, I am running out of ideas.
