FCOM and Minutemen Reinforcement Radio Troops Won't Fight SS2 Gunners During Assaults!

I just joined an assault in progress with a full squad of FCOM troops but none of them will fire on the Gunners in the settlement. Then I tried calling in a squad using the Minutemen Reinforcement Radio mod but the same thing happened. They just stood around. They will shoot other NPCs but not the ones defending the settlement.

In addition, I have been unable to begin assaults using the flare gun. I can start them from HQ or planning desks just fine, but when I go to a settlement, wait for it to be targeted by the binoculars, and fire up a flare gun, all I get is a message that no Minutemen are able to respond.
 
On top of this, my soldiers won't kill Gunners during assaults. They fight but instead of killing the Gunners, they just get knocked on their asses before their health regenerated unless I personally kill each one myself.

Which one, the gunners knocked on their asses and regenerating? That used to happen on an old ch 3 version and was related to capturing prisoners alive instead of killing on sight. Should be long fixed. Not sure about the interactions with FCOM and Minutemen radio, iirc there was a user who played with FCOM and had a small army of anime soldiers and that worked. But other mods don't always interact well when it comes to hostility between factions.
The flare gun can be pointed at the enemies until you get the message "place is marked for assault" (same as binoculars) then fired to start.
 
The way Chapter 3 assaults work, it dynamically assigns factions when the fighting starts. This is so theoretically any faction can be an enemy or a defender. This will likely interfere with other mods that are going to inject troops that are not managed by that system.
