Question Export Won't Complete

I'm using the latest version.

I have 4 saves for a city plan for Hangman's Alley. The Level 2 & Level 3 saves export just fine and quickly, but I cannot get Level 0 and Level 1 saves to export no matter what I do. The Level 0 and Level 1 saves come before the other 2, so I don't think it's an issue with my save file since later saves are working.

I even exported with Transfer Settlements, started a new save, imported and fixed everything (Transfer Settlements doesn't really do great with SS2 content) and I still can't get them to export.

When I look at what does get logged for Level 0 & 1, it always stops at this reference:

Ok, as it always goes, as soon as I give up and post I get it working.

My load order was pretty simple. Mostly everything I had was UFO4P, PRP, SS2 main and requirements, addons and city plans. The only other mods I had installed were a bunch of loose file texture and sound mods (so no plugins), a few F4SE mods (like Robco Patcher, Nameplates, Classic Holstered Weapons), a cleanup mod of mine that just uses textures to hide stuff (doesn't use any scripts or break precombines), FallUI suite and Amazing Follower Tweaks, so nothing out of the ordinary really. I thought I had simplified my load order quite a bit so that nothing I had should interfere with exporting settlements. I guess I was wrong.

I removed everything I could, even loose file textures and sound files. Loaded up my saves and exported and it worked.

Now I need to try to figure out what I had installed that could have caused this, because I really can't think of anything that "should" have interfered with it. Plus, I was able to export Level 2 & 3, so why it was only Level 0 & 1 that wouldn't work is beyond me.

Ok, now it's happening again. Always stopping at the same point. And this time all I was doing was trying to export a scrap profile because the city plan scrapped too much so I was going to include my own.

I'm starting a new game with only WSFW, F4SE, Place Everywhere, Address Library for F4SE Plugins, Buffout 4 & Baka ScrapHeap. Everything else has been removed. This is also a new FO4 install.

Wish me luck....
