Expansion Idea: Wonders of the Wasteland

I came up with an idea for a Sim Settlements expansion pack, kind of like Industrial Revolution or Rise of the Commonwealth, but meant mostly for mid to late game. I call it "Wonders of the Wasteland".
The idea is to add several (I currently have 7 in mind) "Wonder" plots that, when fully upgraded to level 3, Provide powerful buffs to all of your settlements. On the other hand, this is balanced out by each of them only being buildable once, being 4x4 tiles and some even bigger, possibly needing multiple settlers to be assigned, and, most importantly, require large amouts of recources and sometimes even quests to get special components required to upgrade from the planning and construction phases (levels 1 and 2).
If that sounds like a lot of requirements, remember: This in meant mostly for mid to late game, and this applys buffs to all settlements. So if one of them gave +10 happyness to all settlements (the wonders I have in mind are more powerful than that), and you had 20 settlements, thats a total of +200 happyness.
To be honest, I'd love to work on this myself, and I have many more details in mind for this idea, but I have neither the time nor the experiance to do so. If anyone is intersted, I will post the full details of what I have in mind for this expansion. For now, I'll just mention the names of the wonders I have come up with: The Memorial, The Arsenal, The Library, The Missile Silo, The Supercomputer/Logistical Center, The Shipyard, and The Airship Factory.

Update: I've come up with an even bigger expansion idea that will include most of what I had in mind for this and much more.
I've nicknamed it "Thinking Outside the Plot".
I will be posting it in the future.
In the meantime, I'd still like to know what people think of the smaller idea mentioned here, so feel free to comment on it and answer the poll above.
