If I build a settlement with more than 15 buildings. Its constant, CONSTANT CTD for me. If i even think of selecting a premade SS2 settlement plan, its CTD. I dont even know where to begin debugging the issue. SS2 and all the reqs are up to date. I've redownloaded them. Deleted my mod folder and made a new one. I've lowered my graphics settings. Nothing helps in the long run. I've gotten to the point of habitually saving every 5 minutes in a settlement because i know CTD is coming soon. Anyone know of some common issues that could cause this that I can look into?

Enjoying SS2 ch 2 so far. Have had a few issues, and complaints but nothing major. But having a CTD issue that killing the enjoyment for me.

There are a few possibilities that I can think of - I think most first recommendations here will be to get Buffout 4 and the Crash Log Scanner to both help reduce crashes and find out what is causing the crashes you get (assuming that you don't have them already).
If you attach your plug-in and load order files (as attachments or under the spoiler tag, please), someone might be able to see something there that could be causing issues.
My first guesses for the actual issue are script- or graphics-related, but I'll be curious to see what Buffout shows you and what your load order looks like.
