Have a new game play going on, built a settlement at the drive in. Everything is in the green and my Settlement Happiness is 85%. My issue is everything is upgrading at an unusually slow rate compared to other settlements i've built. As of right now all my commercial plots are level 2 but none of my residentials are upgrading. I refreshed all the plots and it didnt change anything. Anyone else have a similar issue?

If they're stuck at Level one anyway, try picking one up and replacing it.

You'll get the "this will destroy it" message, choose "rebuild the same thing".

Go elsewhere for a while, then come back and see if that one upgrades while the others are still stuck.

Man this game can have weird bugs at times. So the issue I posted about has been going on since I first started building this settlement on a new play through about 3 days ago. I have loaded this game maybe 19 times since then. Leaving and coming back later to play, seriously after posting this and loading back into my game the issue was gone and all the residential plots started upgrading around the same time...its not a large settlement yet. I think 19 settlers. weird
