Solved dogmeat is broken

when I recruit dogmeat, he is stuck in a state as if I had told him to wait and this wont follow me, and when I order him to do so he does hsi bark and animation, but he does not follow me and the dialogue option stays as ordering him to follow me, meaning he is broken and will never follow me. I have turned off all mods that effects him other than sim settlements 3 in 1 and conqueror and this still happens/ I have tried various things with the consul, dismissing and re hiring him, fast traveling, reloading a save, nothing works.

the reason i think its either sim settlements 3 in1 or conqueror is cuz RIGHT after I finish petting and greeting him a get a popup saying im now allowed to use city plans at red rocket, and I think that might eb interrupting and breaking something with him.

if anyone knows a conosul command to force him to follow me, let me know so I can try that.

I don't think that is SS. I have had that glitch a few times before and it will persist for any and all companions if it is the same issue.
You can post a load order and maybe someone will see something.
For me rolling back and replaying fixes the issue.
Still, it could well be some other mod conflict or if you have removed any mods I would restart?

found a fix, just dont install conqueror untill after you get dogmeat at redrocket, after that with conqueror install dogmeat and other companions like codsworth work fine
