Primary Bug Report Dog Eat Dog - All quest NPCs are non-hostile and non-interactable

Just reporting a possible Dog Eat Dog bug - the NPCs are all non-hostile (not sure if they are meant to be or not) and don't respond when talked to, both inside and outside the quest area. They are also all identical, though maybe I just somehow ended up in the Gary reality instead :wink. The quest can be progressed by killing everyone but I'm not sure that's how its supposed to be working given the depth of the other quests so far :smile (and if it is, then awesome, job done!)

Just in case it's important for a fix, on a second play through I needed to get a certain ghoulish NPC settler's drug stash from the location instead and it was similar - full of non-hostile clone NPCs :)
 
To clarify, the NPCs all have the same face in my game, but varying outfits and equipment, and are unresposive at first. They all turned hostile on me the moment I helped RT by killing the Albino Mongrel. Just a little immersion breaking but not quest breaking, because the quest progresses through it's stages just fine, as far as I can tell.
Also, probably connected to this issue: Everything in the Lexington Underground area is marked as steal for me.

Uhm, they're supposed to be non hostile until you free the dog. Then they turn hostile. Shooting them up may work too, as you observed.

Is there supposed to be zero interactions with them? They have absolutely no dialogue/response, and if I try to interact with them, there's nothing I say or do either. Not even any idle chatter or explanations/warnings, etc.

They don't say anything as they obviously don't care, unless you open the fighting cage. Then they instantly go hostile.

That obviously seems wrong to several of us. There should be at least some passive dialogue going on, maybe questioning who the sole survivor is, at least, or asking if they want to gamble, or... SOMETHING. As it is, it feels like a massive bug! You can't say hi, you can't talk to them at all... they don't talk to each other... at best it feels incomplete.
 
I had the same, and the items are all red, which means if I take them I'll be tagged as thief and Preston will hate that if he is the actual companion. Also, all npcs are clones, and have no interation with them.
 
Just to add something here: This quest has the same issue as the one where you have to get the Vit-o-Matic. There is no marker on RT (the dog) that indicates an interaction, instead you just have to point your marker at it and activate. I didn't see Ed Rocke bandana in my inventory either, so it's a mess of a quest really.

1. Travel to the Red Rocket station in Lexington
2. Go down the trap door behind the counter
3. Proceed to the dog fighting arena
4. Open the door to the cage
5. Kill anything that tries to kill you
6. Look at RT and click your activate (E) button
7. Profit

This still isn't fixed as of 3.0.0. Everything in the cell owned and the Lexington Hooligans are not hostile with no dialogue until you attack a dog. I even killed a human in front of another and he did nothing.
I'm thankful of Babaloofang for the fix but the quest is so short I already completed it before coming here.
