Not a bug Does Luck stat do anything in plots?

There are some settlers that have high luck bonus stats. Do they improve anything in plots placed down?

Luck gives you a chance of extra production.

All my settlers have very low special state .It seems that the special roll settings in MCM or hlotape didn't work

Basic settlers will generally have low stats. To get higher levels you'll need to either recruit unique npc's and/or get them spending time in training plots.
