Do ROTC city plans have communication plots

As the title says I would love to use the beacons and stuff but none of them seem to have the plots or are they just in a later level of the plan?

ROTC City Plans are replications of the ones created from Sim Settlements, the original mod. Most of them likely do not have communications plots, nor any of the more recently addec building plans. Once the City Plan has upgraded to Level 3, you can add or change one of the Municipal plots to a Communications plot if you want.
You don't need a Communications Plot to use a Salvage Beacon. Those just need a Caravan Services plot.

Sorry.. i should not answer questons at my 3am. You need to have both in your settlement for beacons to work.

I love several of the ROTC City Plans, but they are old (definitely missing the newer building plans) and the intent of them was for some of them to be focused on agriculture primarily or industrial, or commercial and for them to depend on some resources from another settlement. You will need to babysit them a little to make sure they are getting needs met and make sure they build the Caravan Services plot.
