If I equip my raiders with gear that has a legendary effect, will it benefit them? If so, will all effects work, such as auto stim? Which ones will or will not work?

Best way to find out what works is equip it on a companion.

It's a shame that if you google this stuff, most everything seems to be from the first year the game was out and nothing is conclusive. You'd think by now someone would have looked inside the machine and reported back. For science.

Legendary armor that boosts SPECIAL works, in so far as it does increase a settler's native SPECIAL. I've tested this with the Gatherers Out There mod. Boosting the right SPECIAL makes companions/settlers better Hunters/Herbalists/ Scavengers in this mod.

However, as far as settlers/raiders go, boosting endurance might be the only really useful thing: more endurance=more hit points. (But I've also seen it suggested that more Endurance does not increase hit points as expected.) From what I've read, there seems to be a consensus that +Strength does increase carry weight for companions, but this isn't particularly useful for settlers. Charisma, Intelligence, Agility, and Luck don't seem to offer any obviously useful benefits to settlers. Unless +Perception increases awareness or enemy detection, it too isn't obviously useful for settlers/raiders.

Last time I dug around the internet for an answer to this, the consensus seemed to be that Legendary affixes that increase damage resistance (Exterminator/Assassin/Troubleshooter, etc.) don't work. But I never tested myself and can't say if these reports are true. I'd like to see if equipping settlers with enough pieces to get 100% resistance of a sort would make enemies of that sort flee in fear.

There are some obvious things that shouldn't work on companions/settlers: any thing that has to do with VATS or Critical Hits or slow time or Junkie's.

I recently loaded a companion up with a full set of Sprinter's gear and she definitely seemed to keep up with me better.

I'm pretty sure things that process when (melee) hit, like Incendiary or Cryogenic or Punishing, work.

I haven't ever tried out the Auto-Stim on a settler, but it be perfect for them if it worked.

As far as regular armor mods go, seems like the best for settlers/raiders would be strengthened (reduce limb damage/help keep them from getting crippled) and padded/dense/Asbestos Lining (help with limiting damage from explosives).

As far as weapons go, the best things would be anything that stacks, like wounding, on a high rate of fire weapon.

I like to load out settlers/raiders with wounding, kneecapper, staggering, two-shot, crippling, plasma infused, freezing, or incendiary (in that order of preference) miniguns or any other automatic weapons. (A settler with a hunting rifle is a dead settler.) No one settler/raider is going to do much so I like the group of them to be like a flying fortress dealing out continuous damage per second and leaving enemies bleeding, cripppled, staggered, or at the very least on fire so I can see where they are.
