Solved [DLC][PC] Resources are not being generated (0.9.7)

on version 0.9.7 none of the buildings are generating resources.
substation does not add power on fresh install or update from 0.9.6
the sand castle does not add security and the guns sometimes disappear when inspected
the water pump which was working great on 0.9.6 stopped generating resources even on fresh install

I have the following sim settlement add-on packs installed next to JTBryant's utilities:
wasteland ventures
PCDugaddons

And I have the Better Settlers mod installed but I don't think that one could influence anything.

I love the concept behind this add-on, as generating water and power on plots feels much more immersive.
 
The plots now require a settler working them and to be powered. (substation provides its own power)
 
I have the same issue, freshly installed 0.9.7.
I have assigned some unique settlers (didn't leave Sanctuary after Concord) to Substation, still, no energy is generated

EDIT: Same thing at pump station, I did not manage to test sandcastles though

Just tested the electrical @JtBryant

Level 1 and 2 appear to produce power just fine, but level 3 does not

Edit: Scratch that, it's producing power. I had removed my wired connection on the level 3 which made it appear like it wasn't producing power when it was.

I also tested pump station and sandcastle (why is it backwards?) and they both produced the listed resources as well according to the HUD. (I didn't really have a way to verify defense and water beyond just the values in the workshop mode)

Just to be sure you have version 1.1.8a of Sim Settlements, since 0.9.7 uses it's new features to provide resources, and do you have dynamic needs turned on or off.

@mytigio I still don't understand why people say it's backwards, the arrow should be pointing toward the inside of the settlement.

People probably view it as backwards cause of how the settler assigned to them sits behind the sandbags therefor the front of the sandbags is pointing towards the rear of the plot. And when it upgrades the weapons and spotlights are pointing towards the rear of the plot. This all orients the viewpoint of the plot being backwards.
 
I have also had to rotate the sand castle to get the seated settler behind sandbags to sit facing in the "right" way.

EDIT: To say, if you want the settler facing outwards of the settlement - an outpost plot or flanking a gate with 2 plots.
 
I have re-downloaded and installed Sim Settlements and now everything is working fine.
Using Mod Organizer 2 and everything is working as intended now.
no more problems on my end for now, will update if anything changes

I always figured the arrow indicated from which direction the settler would use the plot, whatever its intended function may be.
This has worked out for me thus far.
@MrCJohn I had that problem with the supply beacon stations as well, but simply moving and replacing it always seems to fix it.
