If it's possible to link an object so that it registers as player built; would it not be possible to run a script that links everything in a settlement as player built and then, instead of building a city level3 and working backwards, you coud just go from level0 up, scrapping anything you want as levels go by? Is it because players would have to run such a script (assuming possible)?
 
How to build your plan is personal preferance.

I prefer building from lvl 0 and upwards, using toolkit guide in reverse order. Where it says remove, I add instead.

It would be very nice if scrap is removed from one level to the next it will remove in cityplan for the players as well. Why not just test it in a quick plan locally?
 
I think I may have miscommunicated, I'm referring to the stuff that forms part of the baseline that after being scrapped warrants a scrap profile, that stuff can't be scrapped level by level, unless, I believe, you individually 'link' each piece of scrap as you go along. I'm thinking of how to save labour, 'tis all:) That is the reason for the recommendation for working backwards from level3 as I understand things.

If scrap will be removed if it is scrapped between levels Im very uncertain about., Just saying it would be nice if it did.
 
Why not just create a scrap profile for each level then after all 4 levels are converted, merge them together.
Level 0 would have a Scrap Profile and a Baseline Scrap Profile (IF you need it).
Level 1 having more stuff scrapped, would have it's own Scrap Profile.. but not a Baseline, as L0 already has that.
and so on.

Best reason to build L3 first is that you can't move plots. You can start with them all in their final locations. Second best is, that if you already know what the next level will look like, you can place appropriate construction planning around.

I have simply accepted that at L0 most settlers are going to scrap (much of) the surrounding area to start on the foundations. That said, I generally don't scrap everything in the settlement at L3, so there is still some of the original scrappable items around.

Actually the adding the scrap plans is nothing. Merging the CP's is a ... NOPE!
Exporting a scrap plan is slow. You need to run the scrap detector and wait for it to finish, then the transfer settlements export. Even with the recent speed improvements to Transfer Settlements, it's slow enough that I can get up, take a piss, and make a cup of coffee before the export is done. Doing it once for each level? That's time I'd rather spend on something else - like making a city plan.
