Discovery Math or Location List is Wrong.

So I got sick of waiting for the RNG gods to give me the plot I wanted, but I did not want to unlock all. So I savescummed.

I wanted Military Salvagers which per the wiki can be unlocked via good neighbor warehouses.

My Caranvaner had 10 Perception 8 Luck which means when you add the base chance that is 28% chance at discovery when you add the base 10% chance. To add to this, I also had a crappy caravaner at the other warehouse, he only has like 2 luck and 2 perception for a 14%.

After 15+ savescums in a row, no unlock of either the Crusher or the Salvagers from either of these salvage runs.

So either the math is completely wrong, or the wiki list is wrong.

The list might be wrong, some locations were meant to be fixed at some point (not all of them were salvageable) but that still needs some testing (gonna do that). There's still a chance the popup comes a while after the actual roll has happened (if you can call it that) so it always gives the same result.
Try wicked shipping for warehouse?

I've already salvaged shipping before, and it won't let me salvage locations a 2nd time even though it has been like 6 in game months and I've salvaged probably 100 places.

Update: I just salvaged the Big Dig Location and did not unlock Surface Mining Operations despite the wiki saying it is a guaranteed unlock. Oh and my caravaner also comeback with the final warehouse attempt and nothing.
