Question Difficulty and ownership (re: allied)

First off, great forum structure. I should have expected that here.

Great mods. Kudos to everyone to include the wider group creating addons. It’s a fun set of toys.

I guess I have two separate questions. They could be related to the addons. The first... How difficult is the opposition supposed to be when taking your first settlement? I was using the “Simple” city plan on Starlight, attacked very early in play, and ran into an army of Gunners and Gutsies, each a skull to me. The difficulty was amplified by the city plan, as well, since the wall allowed only a single door in, protected by 3 or 4 missile turrets. Painful. FUN, but painful. Should I expect to arrive at each city to be met by an army of skulls?

Second question. During the attack, Codsworth turned on me and I lost the alliance with Sanctuary. Multiple attempts, careful to avoid hurting Codsworth... I finally had to send him away to Red Rocket and wait. Seems his aggressive range is long.

When I finally defeated everything in red I didn’t get ownership and had lost Sanctuary in the process. I know I’m rambling but I wanted to paint the picture. Again, could be addons, but who better to ask than the king?
 
My best guess is that the Minutemen Faction Pack has its own set of enemy factions configured and has configured them to be exceptionally difficult. The turrets are part of the City Plan, Conqueror doesn't add additional turrets (though that actually sounds like a fun idea I might explore).

Codsworth is a pain with his factions, sending him away is probably the best way to handle that.

Not gaining ownership of Red Rocket and losing Sanctuary in a single attack doesn't make any sense - no idea what's going on there. If someone else can replicate this and give me steps to do so, I can look into a solution.
