I figured it out.

If you have the Workers Guild as an upgrade it means you currently have the Robot Refitters, which is a tier 2 building and only has the Workers Guild to advance (so far, it'll be getting one more probably in the next patch, which will finish up the Robotics tree)

The tier 2 building that has all the tier 3's is the Robot Workshop.

On the robotics workshop what exactly is required to produce the various parts if I want to add materials manually? Do the materials have to be in the local workbench or can materials come from other settlements where you have a trade route connected? Thanks!

Robot Workbench, Junkbot Garage and Domestic Robots factory: 10 Adhesive, 13 Aluminum, 11 Ceramic, 7 Rubber, 7 Circuitry and 15 Steel

RobCo Civil Services: 12 Adhesive, 15 Aluminum, 12 Ceramic, 9 Circuitry, 9 Rubber and 18 Steel

Civil Defenses: 12 Adhesive, 15 Aluminum, 12 Ceramic, 9 Circuitry, 9 Rubber and 18 Steel and 1 Fusion Core (fusion cores are only produced by the plot rarely, about 5% of the time).

Local workbench only, but all plots will produce the necessary resources on days when they can't add a part. The hardest part to get is the fusion core for military bots.

On this issue, as of 0.8.4 you should have 2 upgrade options now from the Robot Refitters (one path for the more "general public" robots and the other for the military issue robots)
