Defense wrong in happiness report.

Hello,

Not sure if I should report this here or somewhere under Rise of the Commonwealth. I wanted to play around with Workshop Framework / Workshop Plus, so I just installed those this morning from Nexus and loaded up a save with lots of RotC settlements. Looking at a happiness report, it's reporting 20 for defense, which doesn't make sense in the context of the settlement.

Switching back to my mod profile running without WSFW, the cloned save reports a defense value of 3 in the happiness report, which makes sense for the food and water production vs. martial plots.

Did you visit the settlement with and without WS/WF installed? Normally I believe you need to visit a settlement to be current but installing WF it may recalculate them.

You can also add armor and weapons to the settlement at the desk as supplies and add directly to defense there if you've done that in the past. It shows in the desk supplies as a defense adjustment. However, I've never been really clear on how that is reflected in the reports. Same thing goes for alcohol added to affect happiness.
 
Yes, I visited the settlement. The numbers I was looking at were while I was standing at the city planner's desk. And, I hadn't donated anything to boost the number.

I had some time this morning, so I puttered around with it some more. It is definitely bugged for me. I took an old, vanilla save that never had any mods used on it at all, added the base Sim Settlements 3.5.2 (not the all in 1) as the only mod mod, went to Concord to pick up the tape, went back to Sanctuary, loaded the tape, clicked "Returning User", clicked "City Simulator", clicked "Ultra", scrapped all the existing defense structures, created a planner's desk, and then looked at the happiness report. It reported 0 for the defense score, as I expected it to.

I then repeated the whole process except that this time I added WSFW and WSP to the mod list. When I went to Concord, the holotape wasn't there, so I used the console to add it to my inventory and then continued with the process above. This time, the happiness reported 20 for defense even though the settlement had absolutely no defenses in it at all.
 
Actually, all resource scores report their max value all the time, not just defense. I ran scrapall in the console and here's my happiness report from 2 game days later.
