Question Croup Manor resource sharing / many settlers use same blue man spot

So as the title says, croup manor, and only croup manor, in my save, has about 19/17 settlers right now.

They are vital in my supply line logistics, but every time I make a guy, unemployed or not, a provisioner, he reassigns himself to one of the blue man trading spots roughly 24hrs later.
I have tried deleting the trading spots, refreshing city, send in more settlers, but no matter what, the provisioners always reassign themselves.

And this is with "assign away from work" turned off, both in MM and pip-boy.
Here's the weirdest thing. There's 4 blue man trading spots in Croup Manor.
A doctor, a bar, an armor salesman, and a weapon salesman.
I've got 3 people assigned to each of those spots. Auto assigned.
That's 12 people sharing 4 spots.

They refuse to stop reassigning themselves, even with the spots deleted.

I wanted to move this to bug reports right away, but also respected that I needed to post my request in the help section first.
 
Ok :) There is some problems with that city plan so not sure when it can be fixed.

Well I'll be damned... Allenbolt's fix seemed to work.
Very unethical.
I'll try to install IDEK's logic stations before I start murdering the Abernathy's.

Here's what happens.
Assign a settler to caravan.
They become a provisioner.
Wait 1 hour on a chair. Supply line stays.
Fast travel away, 50/50 chance it's gone.
Fast travel into the settlement 50/50 chance it's gone.
Call town meeting 24 hours after successful supply line, 90% chance it breaks the supply line.

Also for some reason, all assignments, in all settlements have become extreeeeemely slow.
It started last night when Sanctuary got attacked, causing everyone at Abernathy to aggro towards it, but it also pulled me into city upgrade view because they were upgrading the city.

I'll wait and see if it fixes itself.

Edit: Allenbolts fix did not work, after clearing some vanilla vaults, the problem remains the same. Sorry guys.

Check your assignment option again in the cityholotape and make sure auto assign away from work is turned On, that may help

If I set "auto assign away from work" to ON...
Will it mean that SS tries to assign settlers to other stuff, or does it mean SS will stop trying to do that?
Because right now, it's set to OFF, and I'll feel super dumb if it does the opposite hahaha.

Edit: No, sadly this did not fix it.
Also, the affected settlements sometimes report an extremely high amount of settlers when I'm far away. Like 35, but then when returning, there's only 17/17, or whatever the max suggested City Plan population is.

Deleting the blue man markers and stalls works.
I don't know what the heck is wrong with those blue man vendor spots, but they break everything.
Replacing them with actual stalls or plots.
This appears to be the end of these escapades.

Kinggath, if you're reading this, I have your latest 3 in 1 version, please look into this when you guys have the time / energy, since so many default city plans make use of the blue man vendors.

The levelled vendor stands are designed to change the vendor level to the level of the city plan, I'm assuming it's no coincidence that they are appearing as three work items. Guess there may be something going wrong which leaves all three levels showing at the same time. Why it doesn't happen with the vendor markers which don't include a stand I don't know.
There is also a general issue with all work items, in that settlers can sometimes find themselves assigned to a work plot and a work item which can mess up auto assignment. Setting assigning away from work items to off and manually correcting is how I usually fix it.
