Creating a Faction Pack Now or later?

I was curious if I should attempt to create a new faction pack (small Slaver pack based on fallout 3's paradise falls) or if I should wait for the expansion sorry if this question is already answered somewhere else i am new to modding and wanted to try at least making something small.
