Crashing when entering diamond city, also crashes when near plots for too long (stometimes)

Currently, I cannot enter diamond city due to it crashing every time I enter. Instant CTD. Secondly, another issue I seem to be having is sometimes while near plots in sanctuary my game will get really jittery and laggy than CTD. This stopped when all plots were removed but started again after adding plots back in. I have no idea why it's crashing, I have a relatively small load order (aside from CC content). If anyone has any ideas for fixes, I would love to hear them!

Here's my load order for reference, the conflict winner esl is just a patch I made in fo4 edit to solve all conflicts. The game still CTDs if it is present or not.

can confirm, spring cleaning is awesome for vanilla settlement, but do not use it with this mod, i learn it the hard way with SS1, just disable the mod, afaik spring cleaning is safe to disabled, but make sure you are inside an interior cell first
