Solved Crashes when traveling to city plan settlements

I am going through the educational area but thought I would post this for any suggestions so here goes.

I am currently getting crashes when fast traveling or entering a settlement. I currently have 7: Sanctuary (no city plan), Red Rocket, Tenpines, Oberland, Sunshine, Starlight, Boathouse, and GreyGarden. The only city plans I have active are the ones from the contest entries that I am using for the existing settlements and the ROTC ones (which I would remove if I could do so safely). I'm not using Conqueror and I use Biraitbec's Modlist plus some. I removed several saves and am validating the files now. Any suggestions on clearing this up would be good.

On a side note, while my FPS seems to be fine when I look at the ENB counter, it looks to be maxing at 30.
