Corvis Tenpines plan

I recently scrapped my L3 Tenpines Bluff city and reset to the Corvis Tenpines city plan. After sending some settlers off to other settlements, the population number lists 8/3 settlers. Does this plan really have a max settlers of 3? Right now it's assigning 6 of the 8, but the remaining two have no homes or jobs. Is there a way to fix that? Or should I scrap again and use a different plan?
 
Try Rebuild Local data city holotape>Tools>>config>>>Rebuild
 
That was the first thing I tried. I also refreshed the plots and ran the rebuild again. Tired jumping away to other settlements and back too. I guess the next step is to scrap it and try again?
 
It likely has a max of 3 at level 0 and increases as it goes. That's something new we were able to support after one of the early post-RotC patches. Many of the settlements we released after launch do the same thing - slowly increasing the population support as the City levels up.
 
OK. I'd seen some of the newer settlements start at max as low as 6 or so, but thought 3 was really low. I went from a tenpines fully populated at Lvl 3 and got bored with it so wanted to see some of the contest entries. I've sent half of the settlers to other new settlements but have kind of run out of room. Short of starting another settlement just to send these extras somewhere, is there a way to get them to go ahead and make plots? There's plenty of places where stuff is obviously supposed to go but they're all just standing around.
 
You could build plots in those spaces and just scrap the duplicates if they show up later.
