Conqueror - Starlight - Outpost says I an not allied??

Hi all
Just tried out Conqueror, and got to where I could claim my first Outpost. I chose Starlight. All was good until Jammer entered the settlement. All of a sudden, I couldn't access the build menu, and when I went to the workshop it said I wasn't allied to the settlement. ??

Started a second character, also a new playthru, and the same thing happened. Starlight told me I wasn't allied. Jammer went off to Egret Marina, which was one of the pre-built settlements this run.
I rebuilt Starlight (I wanted a different city plan) and built a new desk, and now it is working fine - I can open the build menu.
Note: In both runs, Starlight was a pre-built settlement, if that helps.
