Solved Confusion Regarding Conqueror and Bunker Hill

Ok - now I am a'bit confused. Discussing with Rudy and Safecandy the reasons assaults can not be conducted, see https://simsettlements.com/site/index.php?threads/cant-launch-assaults-anymore.11983/ So I decided to do a vassal assault on Bunker Hill from the Boston Airport and use the console command "sqo" to list quest information. Well that did not go as planned. After walking to the Boston Airport to snipe/attack the guards prior to the assault, had the following occur (several times):
  • clearly observed prebuilt plots and found the City Planners Desk
  • met Kessler where the dialogue about being a raider or caravan was conducted behind another closed gate
  • entered the gate and found Kessler and several others in the kneeling/tied position. Other citizen/settlers, were walking around as normal
  • found 3 dead Gunner guards and then eliminated the fourth guard
  • could not ally with the work bench so walked around Bunker Hill twice looking for other guards
  • fast traveled to/from the Boston Airport and walked over Bunker Hill again - no additional guards.
  • used the console command "kah" to kill all hostiles in the area, and still could not ally with work bench
So decided to check whose city plan it was. So started a new game and
  • on Pick Settlements, Bunker Hill was not listed
  • on War Options/Pick Settlements, Bunker Hill was listed on the left and to the best of my memory I moved it to the right for pre-conquered
  • on the Pick City Plans, Bunker Hill is not listed
The question is - which City Plan was built at Bunker Hill?

PS: On occasion, I have been impatient. Waited 15 minutes for the scripts or whatever to work - no go.

There is only 1 plan for Bunker Hill and it's an RotC plan.
Before you ever try take any settlement you have to go there at least once and leave the area again before attacking. Scraping for prebuilt plans only takes place the first time it's loaded into memory, which is why you had the double gate.
Imo you are asking for trouble including Bunker Hill in the War Options. Also there's a good chance you will mess up the main quest for yourself by taking it as a vassal or outpost.
 
Thank you. I will avoid Bunker Hill to minimize potential problems. Regarding the RotC Plan, I have searched the Pick City Plans again and it was not there. That begs another question, how did it get there?

Clearly, I am missing something.
 
You are looking at city plans there, if you go to settlements first you will see Bunker Hill is opted out which is why no plan is showing for it.

PS: When you say "opted out" - do you mean because it is not listed that Bunker Hill behind the scenes is automatically a RotC city plan?
 
It took 3 resets for Bunker Hill to show up on both menus. Clearly, to continue playing, I need to avoid Bunker Hill and will need to find another settlement to test Rudy's suggestion.

When you first start the game, have conqueror OFF in your plugin list.

Do your character creation...OK... Enter Done... don't move!

Let the game sit for about 2mins so it settles. Hard save exit.

Re-start game. Load from the hard save, not the "continue" exit save.

Don't move. Let game settle. Wait a minute. Hard Save - exit.

Turn ON/enable conqueror. Re-start. Load from Hard Save.

Don't move. Wait. Give a minute or 2...

Now move forward... menu should kick on.

The save exit reload save exit is not only helpful with making sure the settlements and plans are all loaded, but also needed for custom settlements you may add... these all need to be loaded into the game after a hard save... BEFORE you enable Conqueror - everything for settlements need to reside in the baked save PRIOR to Conqueror.

Then pick your settlements - sell the ones you don't want … Accept... wait... don't do anything till notifications are done... then move onto next step.

This is easier at the vault elevator exit because a lot of these things have had time to load...

…. but if you insist … in pre-war...

PS - yes, yes, yes.. some of you can get away with less than this, but this is my surefire 100% method...

PSS - Bunker Hill ROTC is... problematic.
