Assuming you haven't already planned to do so, I think you should have a chapter where the Sole Survivor and Jake decide to make Concord a new massive settlement which, in that chapter, they rebuild, as a hub in the Northern Commonwealth (maybe something comparable to Diamond City).
Something with a massive settlement size and new available building interiors (akin to this mod: https://www.nexusmods.com/fallout4/mods/22547) where you yourself build up farms, homes, some utilities (mostly water), and defense turrets, but you fill it up with all the trappings of a major wasteland city as part of the story of said chapter, at least in terms of merchants, defenses (mostly walls, guards, guard posts, a center hq/barracks, and artillery), supply routes, and or entertainment. Maybe include the Minutemen into the story at this point (maybe they make Concord their northern hq as part of the story) to help build a city born from nothing. If you go with this idea, the chapter should be called "The Northern Star," which what people would call the new city of Concord (similar to how Diamond City is called "The Great Green Jewel")
