City Refresh vs Plot breaking beds, etc.

I'm working with a mix of beds vs residential plots for this entry. When any level of the plan builds, the correct number of beds are spawned or spawn correctly when a settler shows up. If a "refresh city," in the desk options, the beds get cleared but do not come back as a design item, nor do they come back with a plot refresh. It's like they're stuck in some limbo category between them.

Second question for the experienced guys. Some of the decoration items that I've built into the level 3 and lower saves are not being picked up and placed in the city plan. It looks like every item that isn't spawning falls into the project blueprint decorations category, with the bulk being specifically in the clutter sub category. When I'm exporting the city plan through transfer settlements I'm using this method:

Is there an option I should be selecting to pick up decoration objects? Thanks in advance!
 
Update, it seems like I've fixed part of the problem. Some of the design elements showed up correctly when I enabled "Clutter," in the performance options. Is there any way to identify items as not Clutter before export?

As far as the beds issue, I still can't get that one to work. It seems like beds that are removed/moved between levels are affected, or just don't appear. Short term I could rework the entire city plan with 10 more residential plots, I was hoping to use the beds as a movable element for the storytelling side of the build plan.
 
No current way to identify which are clutter, other than to go into the Creation Kit and look at all of the items in the clutter formlist SS uses.

Per the beds, this is going to be an issue with the SS code. I'll put it on my list to look into.
