Do you have to build settlements in order for concord to be re populated? Cuz I'm on xbox one and I'm trying to avoid sanctuary, Abernathy farm and red rocket but I moved those one settlers (the group with the Canada guy) in red rocket but that is all I wanna do with those three settlement locations cuz of the whole triangle of death thing

If I recall I think it might be similar to caravan network reach, thus building up Tenpines, Starlight, Sunshine possibly even out to Zimonja and Covenant will contribute

Oh ok I will see if I can make those settlements without my game crashing lol I made my main settlement starlight, so I only got starlight and red rocket
