Question City plans not available in 4.2.8

I don't have the option for any ROTC city plans with the latest patch. When going to choose a plan, it says there are no plans available for this area. Rolling back to 4.2.7 fixes the problem.

How long do wait after game start before trying to select a plan? I also have found sometimes you need to wait longer than you would thing you have too. It is frustrating to go to a settlement knowing you have plans installed, but not being able to select them. I normally just keep trying for ages, get annoyed with it all etc, then suddenly, there they are - plans for selection.
However, if you have tried waiting for what seems an age, maybe its something else, and other suggestions or help are required.
