Solved City Plans and Settlements not showing in initial options

SOLVED. SOLVED: I did not have SS 3-in-1 installed, only the SS.

Hi. In initial options screens no city plans are showing and only Red Rocket showing on left list for settlements and no settlements showing on right side. The prebuild set up took 5 seconds.

I choose the reUpload of SS but I also downloaded the RotC Complex City Plans - Is that needed for Conqueror? - I have installed and chosen all but 2 settlements in the FOMOD.

Any tip on why they are not showing in game? No other mods are loaded. I've tried re-installing everything and reinstalled and cleaned FO4 itself as well. Thanks.

Update: I disabled all mods except SS, Conqueror, workshop framework, skse, settlement menu manager and RotC City Plans.

Now the Nuka World Red Rocket shows up along with Red Rocket on the left side - still nothing on right side of settlements list. Nothings shows when selecting City Plans in the in-game setup menu.

I reinstalled all the SS mods, removed and re-downloaded auto and manual methods.

Help would be greatly appreciated.

I disabled the unofficial patch and all mods except SS, Conqueror, workshop framework, skse, settlement menu manager and RotC City Plans.

I'm having the same problem, I loaded the game without F4SE, then it populated, I suspect that I have it improperly installed.

Edit: I'm sorry, I've misled you here. just removing F4SE didn't work.
I had to uninstall, remove the directory structure then reinstall, then the build process happens.
I'm using HUD, SS 3 in 1, conquerer and WSframework, WS plus and Settlement Menu Manager.

I started game without f4se and still no settlements/city plans. Tried going to previous SS builds- the June 21 versions of SS, Conqueror and Workshop Framework- same issue. still no city plans and only Red Rocket Settlement displaying in set up lists.

As mentioned, I have already reinstalled all the SS mods, removed and re-downloaded auto and manual methods.

Should this be reported directly in a bugs area? I would really like to try Conqueror- cannot find any way to fix this. Thanks.

@ColoradoKid I usually don’t build city plans, but from your initial unedited post I seem to remember something about you saying that you disabled/uninstalled RotC and only have the complex plans installed. The RotC plans have some special assets so you need the “core” RotC as well as the complex plans (a bunch of .esl files). If you haven’t already, it might be worth to also download the RotC core or replace the SS with the 3-in-1. Or you could try the city contest plans, here.

Also worth considering is that it takes the game a couple of minutes to load the city plans, so unless you’ve already tried this: if they don’t show right away you could try just standing in the settlement for a while before activating the city planner’s desk again.

Edit: the Nuka World Red Rocket is a part of Conqueror, so that’s why you’re seeing that plan.

Thanks. I just installed to a new PC and grabbed the wrong mod file.

Except mine only showed Red Rocket, Nukaword Red Rocket, and Vault 88

Then when it came to city plans only the CQ showed for Nukaworld and the complex plan for Red Rocket.
