City Planner Desk

So this is what is happening to my City Planner Desk:
I can use City Manager 2078 Software / City Planner Desk for Crafting
City Plans - Does not go to next screen
Manage - The safe door opens and closes. Does not show next screen. Not able to donate.
Building Plans - Might CTDs but that could be me just moving away after opening it. Here the opening drawer sound and then crash.

I found this out after I was trying to donate to Sanctuary. I imagine I have clicked something in MCM and it disabled these features and I just do not realize it. Because I been trying to fix any CTD issues I have had and tried some of the suggestion others have made.

Funny Thing Happen:
Let me share this one little thing about this. That makes looking into to this fun for me. I hope it makes you kind of LoL a little.

As I am looking at the City Planner Desk and double checking my issue I here a toilet flush in the next room. (CWSS Redux)
I am like: Who the taking a poo in here?
I go look into the next room and there stands Preston Garvey. Who I imagine just finishing his business because he is getting his clothing back on.
Preston Garvey calmly comes up to me and says, "General."
Well at least his washed his hands next.

So That made my day. Thanks for your time looking into this. ​
 
Try rebuilding the desk and if that doesn't work, try the Rebuild Local Data in the Holotape.
 
After playing for 6 hours the issue came back up on a new game. I have donated once already to the settlement, The settlement is question is Sanctuary. I am going to go off and quest for a bit and then come back to the town and then re try again.

Any suggestions on how to fix this issue please let me know. Thank you for your time.
 
I started a new settlement and everything is on the desk. It is located in Grey Garden. I was able to donate and click on the things on the desk. I let you all know if it breaks or not.

Would you mind posting your Load order (in spoiler tags please) and your system specs?
Just guessing, but you may be experiencing script lag. Fallrim Tools is good for checking your saves.
 
When I get back home I get this done.

Good News the picking the desk up and putting it back down seemed to fix the desk this time. Also no CTD when I tried to leave the settlement.

Picking placing the desk causes it to refresh, and shouldn't really be needed for a city plan. But sometimes it does have a brain fart. hehhe
