Closed City planner desk not recognizing correct settlement

I'm having the same issue. I only have a handful of settlements and I've only really noticed it in Tenpines Bluff, where half the time the desk thinks it's in Outpost Zimonja, which I haven't even been to yet so definitely haven't unlocked it as a settlement yet.
