This idea came to me while I was cleaning earlier today, and I wanted to get some additional perspective on it. I was thinking about how long I typically put into a city plan for the contest and trying to imagine what a tight timeline might be, and thought that perhaps a game could be made of trying to speed build a full city plan with all levels. To facilitate this, I was thinking it would be best to take a build level-by-level approach, observing the stipulation that you can't move plots you placed in lower levels, and using time limits along the lines of three hours for foundation, then five hours per level for the next three, for a total of eighteen hours not including exporting and conversion. Does that sound like it would be fun? Do you think that would be enough time? Are there any tweaks you would suggest?
