Info Needed City Plan not working. SS2

Whenever I try to use a it does not work. I can build the desk and load it with supplies with storage. But when start the automatic building process, it deletes everything and builds nothing. I have tied to set build requirements to zero, and the same thing happens. I can start the process, but it deletes everything a builds nothing.

It let me complete the quest that is necessary to use city plans. I am not sure what is going on with the mod.
 
I've posted about this in a different section. i'm having the same issue as the others here. camera pulls away does the clear/reset thing, but zero built. It even deletes the desk but doesn't put it back. Someone mentioned supply requirements to build (start) a town, is that true? Could it stop building because of the lack of supplies? And if so, how do I find out what I need?

Oh, and I have the mods in the correct order, and no conflicting mods (at least in the list on this website).
Are you on PC or XBOX?
 
Just a quick thing to try for some with this issue I had something similar happen in the boathouse settlement. It flew over deleted stuff but stopped there. So I built a new desk went into the check city plan and it started the flyover a second time. I’m guessing the scripts are getting hung up somewhere in the build process. Not sure what mod is doing it yet cause my load order is pretty basic besides weapons.

What other mods are you using.. Also not sure if this makes a difference or not, but when I started a new game and got it to work, I played a bit first, got 4 or 5 settlements unlocked, did not put in supply lines, I used the materials mod, but cut them down to 400 of each, then went around a scrapped as much as I could (normal game) before hand. Also, I only used a few mods at first, then once it worked, I loaded them on and it still works. Sort of a pain to play through again, but you can power through it, use the cheat terminal to level up quickly and it's not so bad.

I don’t use a lot of city plans cause I make my own most of the time. But basically rebuilding the desk and opening it would resume the city building process had to do it 2 times to finish taffington boathouse. Rebuild city plan may work as well but may need to run it more then once.
 
I actually experienced this myself on a few settlements under the save i was testing for SS2 chapter 2

To add it started message popping me anytime I got close to a new settlement about the missing SS2 table on the settlement! when the npc in question wasn't even assigned to that settlement/ or I wasn't yet allied with it

I m currently doing a 2nd test run with a slightly edited load order to see if this issue resurfaces

I have quite a lot of 200+ mods, but none on the compatibility list. I have tried stopping a nice group of mods (player settlement mods) (all ran with SS1 perfectly fine), I even added resources, but still will not build. Really need a tool that shows when the script stops running (i'm assuming the script stops running just before placing anything back, like the desk).
 
I had the same issue, fixed by placing Unofficial Fallout 4 Patch above workshop framework in my load order. If your load order is already correct maybe you have another mod overriding scripts from workshop framework.
 
After going through the forums (and online), seems A LOT of people are having the exact same issue. One person even stopped all mods, except what was required for ss2, and still cannot build a city!!!!!
 
Could be a line of code was changed in a recent update or something. I can still build city plans but basically I fly around once then exit out of the movie mode. Then once I exit out it starts building stuff , but occasionally that doesn’t work either so I’ll have to place a city desk again then it starts the fly over again and builds.

maybe a wsfw change as I think that’s what handles the city plan stuff.
 
As far as I'm aware, it has been a long time since the city plan code was worked on. (spring 2021?)

SS2 handles the city plan stuff then tells WSFW what objects to build and where. WSFW then places the objects and tags the objects with a keyword so they can be found if a city plan is removed.

In layman's terms, there is a complicated relationship between SS2 and WSFW to calculate, build and remove city plans. After spending a day looking through the placement code, I have come to the conclusion that I need a PHD to comprehend what I read. ;)

My gut tells me that this will be looked at after chapter 2 has released and the game breaking bugs are patched. Its a widespread enough issue where it should be possible to find repeatable steps that break things so it can be looked at.

So far the most common one I hear is a city plan is selected. No mention of what option is chosen prior to the build. I can't remember is it only "tear it all down?" (I know the WSFW layouts give you 2 scrapping and one don't scrap options prior to the build.) The settlement is scrapped, the plan pretends to start building, it goes into cinematic mode quits right away and nothing is built. So I'm assuming in the end you are left with an empty settlement?

Do I have this correct? Did I miss something? I have not encountered this myself so I am no help in diagnosing, but I can relay repeatable issues to the team. "My game is broke" does not tell me much and is of no use getting issues resolved. ;)

This is why Load Order is parroted repeatedly. Both the UO patch and WSFW modify vanilla workshop scripts. If WSFW loads before the patch, it gets overridden and most of the workshop system will fail to function properly for both SS2 and WSFW and any mods that require WSFW. WSFW contains the changes made by the UO patch so they are compatible.
 
i had the same problem, cinematic runs and nothing is built. It happens only with the RotC Plans (for me).
My workaroung is: set in the Fallout INI always run on true, so you can tab out and the game is still active in background.
start city building, when the cinematic starts, tab out and wait for the music to end. tab in again and it was build. City Upgrades dont need to tab out again (for me).

I dont know why, maybe cause if you are tabbed out, the game seems to run without frame lock.
i tried this, cause it also fixes the "endless Loadingscreens" for me ^^ (if someone knows how to fix this on a better way, pls let me know)
 
Maybe the game does not render graphics when the game is in the background. That would free up some resources.

That makes me think maybe more objects are being placed that the system can handle when building a city plan. You could try going into the WSFW settings and reducing the max threads by 50% and see if that helps.

I have had WSFW layout imports hang when building. Saving and re-loading got the ball rolling and the layout finished building for some reason. It might be worth a try. This leads me to think my thought of placing too many objects at a time may be the issue. It really isn't that hard to overload the Papyrus VM.
 
As far as endless loading screen buff out 4 or Baka scrap heap take care of this. I prefer buffout 4 cause it has other fixes as well.

Also high fps fix as well

I use Buffout 4 and Bakas scrap heap (i have many script heavy mods) but the loadingscreens from interior to the commonwealth are always infinite. So tabout in these screens fixes it for me. It's the Bethesda-Deal. You get a great game with a lot of freedom and mods, but u have to workout all the bugs xD

Yeah with a lot of script intensive mods guess there’s not much you can do. Let’s hope the 2.0 engine overhaul will solve a lot of the current limitations for their next few games.
