City Plan Not Upgrading Past Level 0

Trying out a new save game, and my City Plans do not upgrade past level 0. The HUD says it is at 100%, but whether on Automatic or Manual, there seems to be no way to trigger an upgrade. Seeing it right now in Sanctuary.
 
Check the City Plan Desk "donation bin" and see what the Scrap Collected level is at. If that isn't also at 100%, they don't have enough material to upgrade with. You can donate scrap to make this go faster, or leave them be and they'll collect it on their own.
 
Collected scrap is at 100% (I also believe I have every normal upgrade requirement turned off, so that everything should just happen without me).

Try city refresh from city planners desk.

Try CityHolotape Tools>Config>>Rebuild local data

u cud also try increase your build limit in the config tools
 
I wouldn like to chime in that I too am having this issue. I've tried resetting, rebuilding data, refreshing plots and city, reinstalling, taking the settlement from the leader, resetting build plans, scrapping and starting fresh, automatic upgrades and several different settings changes, and manual upgrades. I cannot seem to upgrade. It was working fine before this patch so I am guessing it is something new but I could be mistaken. All my settlements are at this point now. If I can share more data I am more than happy to.
 
Are either of you two running the complex designs, or were before upgrading to 3.5.0 (if you have upgraded to 3.5.0)?
 
I did upgrade, but I do not remember if I was using Complex City Plans. I am assuming that if I was, I would have to re-select my City Plan and start my cities over?
 
(I'm fuzzy on this, so take it with a grain of salt.) I believe there is a certain amount of time that must pass in game before a city will upgrade. I don't know if it's a setting that can be disabled, nor when exactly that clock starts ticking, nor how long it is. I could also be completely wrong about this, so hopefully someone more knowledgeable will pop in and set me straight.

It has spent quite some time at 100% as I have done A LOT of questing.
 
I been testing this issue for a while and the only solution that I've come up with is to downgrade. Downgrade to version 3.4.6a along with deleting city plans and esl mods you are not using. In order to avoid the infinite loading issue.
 
Let's see if we can get the current version working before going with a downgrade, though.

Axel, do you have ReSaver so you can look at your save file?
 
I had complex plans enabled before the update. I had sanctuary up to level2 and tried changing the plan to use the new complex plans but cannot see them as an option I know they are installed they even show in my in-game mod list. When I didnot this with sanctuary it of course went to level 0 and has stayed there since. I played all day yesterday and gained 10+ player levels. Its why I started looking for a solution and found this post to chime in on .
 
I've also been having the same issue since the last update. Along with not being able to level up any settlement, anytime a new settler is recruited they won't build a residency or job without me refreshing the entire settlement.
 
Also having this same problem since the latest patch. I'm using the complex city plans (both before and after the patch).

I have Murkwater and Mechanist's Lair stuck at Level 1 at 100%. Somerville is stuck at Level 0 at 100%.

Collected scrap, time, population, etc. aren't issues. I've already checked. I've also tried turning off dynamic needs, scrap requirements, etc. - makes no difference. Switched between manual and auto city upgrades. Basically, I've most of the obvious things.
 
Im having the same issue im not running complex plots and i dont know what to do
 
Currently researching this. Unable to replicate it, but the testers have, so we should be able to find a hotfixable solution.

Do not downgrade though unless you also roll back to your last save before you installed 3.5.0.
 
Good to know. I will likely be playing other games mote anyways soon, but hopefully the issue can be addressed by the time I would have returned. Let me know if you want any info from my save.
 
I just posted a hotfix to Nexus that should resolve it.

Working on uploading to Bethesda.net now.
