City Plan not showing up

I don't know if this belongs here, but some city plans don't show up.
In my last playthrough installed "Tarsis31 and Yagisan's Lakeside Cabin Settlement"
in the middle of the game and everything worked fine. Now i used it right from the beginning and the plan isn't listed. Other plans for this settlement show up.
Any idea what could be the reason?

That is just a mod that enables a custom settlement, it does not include a city plan on its own. You would need to download a separate mod that provides a city plan for that. It was part of the bonus round of the contest, so you can find several city plans out there for it. Now, if you have downloaded the separate city plan mods, that's a different issue, but it sounds like you just downloaded the mod to allow the settlement.
