City Plan, missing resources, SS2

Hey guys
I'm trying to do city plans from the start but I can't do it in SS2. I keep getting the pop up "missing resources". I thought that I needed to complete the related quest first. But that bugged out so I had to skip it in the console command. I have the sensors, I have donated resources and caps, nothing works.

Any idea what I'm missing?

Try to disable the building plan building cost in the MCM options or holotape and see if that works.
You sure you have every resource necessary?
You could also try to reduce scrap complexity to scrap and see if then you have enough resources.

Someone had a similar problem where they had selected off the "Costs" section of Gameplay options - Pay Costs from your Inventory / Pay Costs From Workbench.

Or try selecting off to "Startup Costs: Cityplan" like Murarst suggests

I figured it out.
So apparently it did specify that I was missing ASAM sensors. I just couldn't see the dark green 20 infront of the ASAM sensor.
