Um, am I just dumb? Is it that the 'job' for a city leader is the city planner's desk? In my city test I have two farms, three houses, 3 settlers and according to the hud, everyone is employed, asam vision also shows no unemployed.
This might help explain some things:)

Forgot to mention, there is a logistics interior plot, but that has the for rent sign on it and has no-one assigned to it, even though my city leader is sat at the planner's desk 2 metres away from it!
 
I have this same question. If a leader is assigned to a farm or something, will they still fulfill the "leader" role?
 
If the planners desk is a job for city leaders then I need to take this into account when designing a city, since in that phase there is no city leader and I'm giving all the settlers other jobs, whereas I should have given one of them the planners desk to get my job plot numbers straight.
 
City leader do count as "settler" and do need a bed/home. Not so sure that the position counts as a job in the settlement, even if it holds true for the leader.

I'll try to remember to look for it when doing my RR M(ini)M(all)
 
City Leader does count as a job - but they will often become unassigned from the desk and end up assigned to a plot as well. I haven't come up with a solution for that yet... I will eventually.

When planning your cities, you can assume that the City Leader needs a bed but not a job. Actually typing that up - I don't know if we actually did that or not!

One of the things we talked about during RotC dev was to maybe add a bed or two extra to account for things like Provisioners, Salvage Beacons, and other jobs the player might want to give their settlers beyond what we put in.
 
@kinggath I think you did as every City Leader is assigned a bed/home right off the bat. They even seem to stay assigned to the bed/home even when becoming unassigned (ie: bug) from the CP desk.

Aha! This goes someway to explaining the preflightcheck telling me I had too many job plots, I searched and searched! Would extra 'homeless' people - if allowed in options - then take an deassigned planner's desk?
 
@woodfuzzy I got a cp right here, when using Cait I had to assign her to a bed/plot. OK, so Cait is more stubborn than others. ;)

Hey, I'd like to test out your city, but I can't unless you remove the dependencies in the city creator page, obviously creators choice will fail a bit but I can see what I think of the rest:)

Which dependency is needing removal?
 
@diziet IDEK's do light up in red even if installed, and its the blueprint making the list of mods used. Local trials did run with the known issue that ILS became a scrapheap, which I could change and manually connect to power.
 
I downloaded your wood version yesterday and it didn't show up in the list of plans, probably becasue you checked the require used mods in the city plan creator
