Any tips of how to get city planning to function. It does the cinematic fly over but nothing gets built. They scrap everything and take the asams but don’t build anything. Ive tried reloading and I’ve tried deleting the planning desk reassigning it ext but absolutely nothing works. Any tips on fixing this or is my save game borked for this. I’m playing on Xbox too
 
This has been a recurring issue for some people.
Have you tried going back a save to before you activated the city plan, turn OFF the "cinematic camera" in the holotape settings, and try again? You will need to just stand by the workbench and wait for a few minutes if that does work.

Tried all that, guess I’ll just have wait for chap 2 to replay it with hopefully not the same bug
 
If its the one the questline "makes" you do, with Stodge (angry ghoul) and Hubert (canadian guy for some reason) and their little gang, you dont actually HAVE to do the City Plan to finish the quest. When they get to the settlement you give them, you can just say no to the "tear it all down?" dialog box, and the quest will still continue. This does mean you would want to manual build a town for them instead, though.

Not really a "fix" for the problem, but at least it lets you continue the questline.
 
The only thing I can recommend is:
1.Disable all non essential mods for sim settlements.
2.Load up the game.
3.Put down an asm to see if the plot will build a foundation and pole itself.
4.Then use a city plan and see if it works.
In my case it worked,because the mod that conflicted was ''Raiders and robots happiness fix''
Try it and see if it works.
Note:Do NOT save the game while testing this method.
