Choosing a desired level

That isn't currently possible - or planned. You can however prevent a building from leveling up. So if for example you prefer the Level 2 of a building. You can lock it down in the Manage Upgrades menu at that point.
The mod's core goal is always to offer more interesting gameplay, not just fancy workshop pieces - so you've got to earn your way to the levels. Fortunately, with all of the options in the holotape, you can effectively make it so that the only requirement is time.
