Change settlement for "If I had a hammer"?

So this is my first time using SS2. I had a Railroad quest to fix up Hangman's Alley and in my stupidity I set up my initial settlement with SS there. I only have enough space for half the needed plots and most of the settlers are just standing around not building. Is there any way to change it from Hangman's to another settlement? If I uninstall it, save, and reinstall it will that start the quest chain over?

Any ideas?

If you do that, your save will be trash.
You can either download addons that have 1x1 plots and use the settings holotape "cheats" to unlock all plot sizes or go back to a save from before you started the SS2 quest line in a settlement and pick a different one.
