1) I know you are able to assign a leader/mayor to a town, but is this effective?
2) Do you control every town you own? or do you assign leaders?
3) What do you prefer and why?
 
I don't like using city plans so I don't bother assigning mayors unless I have a reason to want to give someone that job. Much as I love SS2, I get a little frustrated with the lack of personal control over the settlement. I almost always have another playthrough w/o SS2 for that reason. From my understanding, the city desk has a lot less relevance in non-city plan settlements than it did in SS1.

I'm the kind of player that loves building settlements. In real life I've been involved in art in a few different capacities (the avatar I use is one of my illustrations called Dragon Curled Up With a Good Book) and have a natural talent, not only for drawing, but with building and designing systems.

1) Effective at what? IT gives a bonus depending on the leader. IT's not like there is an AI that makes decisions about the plots to build. You either build yourself or you use city plans. In both cases you can assign mayors and gain the benefit if applicable.

Personally I control everything. It's the only way I'll get what I want. I'm using existing buildings as much as I can and the rest I'm having fun but in a minimalist building look. Most city plans don't do minimalist. At all. Therefore I don't use them.

And I could leave it on random but then I couldn't make themed settlements as much. Also interiors need to be looked at with care when using existing buildings (where are the doors).
 
Thank you... I put one person as mayor of a town and nothing is happening.. So, i guess ill stick with micro managing all of my settlements, which is fine,, thats the whole point.. its fun.

Only the people that show up on this screen when you go to assign someone through the menu on the desk will actually have any affect on the settlement. See in this screenshot where it says Preston is "Minutemen Officer, Recruiter, Overzealous" - that's what his 'leader traits' are. I don't think there's anywhere in game that actually tells you what those DO though...

Interestingly, I just recently added a page to the Wiki that lists each of the Leader Traits and describes the effect each trait has on the settlement.

Thank you! This was opaque to a newcomer like me. Been making mods for Beth games off and on since Morrowind and I decided to give SS2 a look for settlement creation.
 
Aside from my dislike of using city plans other than for Hangman's Alley, when I tried putting Hubert in charge his Children of Atom patrols kept shooting my cats. The patrols didn't stop after I assigned someone else as mayor, so I just don't assign anyone but Sturge anymore, and only in HA.
 
I'm pretty sure the "Hubert" issue is on the list. Unfortunately, the SS2 team's focus is on releasing chapter 2 and not bug fixing. It will be addressed eventually.
