cap / conq : donations considered theft

Running Crime&Punishment and Conqueror, and since I built a war desk whenever I try and donate supplies through the city planner's desk the items show up red and drop my CAP karma for theft. I've clearly done something wrong, anyone got any idea what?

Highlight the workbench in the console and run: setpv OwnedByPlayer 1; setOwnership
Then fast travel away and it should be resolved when you return.
