Old Post Can't upgrade to paper mill

I'm a PC player, and am using the latest 3-in-1 pack and don't have conqueror installed. I've got homemaker, ocdecorator, etc adding a lot of stuff to the workshop menu. The problem is I keep building the advanced plot lumber mill and when it is ready to upgrade I select paper mill and the scaffolding goes up and it starts upgrading. After the main structure is complete and it gets a bit of the way through the interior it just stops and never finishes. If I sit and watch parts phase in and out like it's being built but it's the same parts being remade over and over. I've had 2 lumber mills side by side ready to upgrade 1 into a coal pit the other to a paper mill and the coal pit (and every other building so far) upgrades just fine but the paper mill never finishes. I've tried everything I can think of and nothing has helped. Does anyone one have any suggestions?

Are you using NMM? Sometimes the installation can get borked. SS is recommended to be installed manually. Try reinstalling it, first by your mod manager, and if that doesn't rectify it, try a manual reinstallation.

Presuming you already did a refresh of the plot, one other thing you could do (which I sometimes notice), is going away from the cell which sometimes fixes the problem. Failure to build sometimes also happens when a lot of things are getting built. These are usually remedied by waiting/refreshing/going away.

I'll try a manual install, I'm using Vortex not NMM. I'll report back.

Edit: No dice, started a new save after a manual and used throw money at it and it's still stuck with scaffolding around it and won't upgrade. Damn, I was hoping it wasn't a mod conflict. I've been doing this shit since Morrowind and it's really getting old...

Edit: I sorted with LOOT after reinstalling. I traveled to the four corners of the map and slept for 4 days at home plate before coming back and seeing it still under construction. The only other SS plot was another lumber mill which I upgraded to coal mill after upgrading the other to paper. The coal finished fine. Cities don't have a problem when I assign a leader either. I just want to do the secret quests and need the newspaper for it...

I'm having the same problem. I've tested multiple sawmill plots in multiple settlements run by different settlers in both realistic and quick build times. I'm curious if anyone with the latest version of sim settlements has upgraded to a paper mill.

The sawmill also has a problem where some planks are floating above the tressle they normally sit on.
