Can't upgrade barracks from rank 2 to 3

On institute playthrough, 2 different lvl 2 barracks (different settlements each have 1 eligible), going into the upgrade menu, the box is empty, so can't choose a rank 3 to upgrade to.

Now doing a railroad playthrough, and upon upgrading from rank 1 generic barracks (9 defense) to railroad safehouse [rank 2] the defense is zero. Ugh!
