Can't talk to The Ron in "The Disappearance of Jake Evans"

Potential spoilers ahead

When I go to talk to The Ron when he is sitting on the ground, all he says is "Aw man... You're not here to perform some kind of... revenge killing or something, are you? 'Cause that would be a real drag". I cant get any dialogue out of him other than this. I have tried removing XDI and the XDI patch but this hasn't resolved the issue either.
Any assistance would be greatly appreciated
